It's tragic that men cannot appropriately say more. I'd like to make an announcement about modesty to my conservative Christian college campus that desparately needs it, but I just don't know how.

Tim,
I'd recommend resources on Femininity by authors like Carolyn Mahaney. And pastors' wives at your church. I do think this sort of counsel is more effective coming from a women, unless it is given to a large mixed audience at the same time.
